Here is the second version of Overlayer. You can now resize window and rotate image. Howver, you can't go into "compact" mode like the previous one. This versino is probably great for iamges larger than the first Overlayer's window size.

Anyway, if you haven't heard of this, Overlayer, then what it is is just a program I made where you can just overlay an image above programs on your screen for use such as during drawing in digital art where you can use overlayer to overlay a reference image.
