You need to defeat Quickman first (the 10th master) to open the door. His level is south of the west teleport hub (with the big lasers that fly across the room).
After that, the final boss -- start at the east hub and go east, the big door there will open. (also, you have to have beaten the big green thing at the far south of the complex).

I cant find the last boss in Mega man 3d. The items I have gotten are the multi-shot, gemini laser, flame thrower, armor, platform shooter, flash pulse, missile, gear shot, and bubble shield. Where is the last boss??
