Like the first version, it is "Designed for quick access to the number verion of colors for coding in GM while providing a visual. Instead of using make_color_rgb(col1,col2,col3), you can just use the number obtained here."
However, it has a new interface, so it's smaller, plus it can do alpha channels. Also, instead of just spitting out number it gives you the code. Example:
draw_set_alpha(0.);
draw_set_color(6063113);
