I don't see any mistakes there... Try recoding it, things don't always work on the first try for me either. If it doesn't work, in the room creation code write in:
instance_create(x/*The x position of the note that doesn't work here*/,y/*The y position of the note that doesn't work here*/,obj_note/*The name of the note object*/);
If all that fails, then test both x and y for each note specifically without the layerr and type strings. For example:

huh? Oh yes, I know. The bad notes can be replaced by the good note and no modification is needed. Just make sure the good note is in the same place that the bad notes were. The good notes won't make sound even though they are programmed to.

Oh I found the message when you press the bad notes. But you didn't add any actions at all there!
