*If you use surfaces, you can make this smoother and 100% guaranteed lag free. *If you use get_color, you can make the player select any color of his/her choice. *If you want transparency, use surfaces and get_color and take the color and fade it to the background color by a percent relative to the amount of alpha. *You should use lines and spray can, since they're easy to make.
